On the one hand, he is very cold and ruthless - he is prepared to do anything even risk the lives of the Tomorrow People or kill them in order to accomplish his goals.

But to describe him as evil is probably not entirely accurate. He also seems to have a desire to protect the Tomorrow People as much as possible. He just does not intend to let it interfere with his work, and he is genuinely convinced that they are a threat that must be harnessed and used to the advantage of Britain - or destroyed so that they cannot harm her.
